“In the budget hearing of the National Economic and Development Authority, Undersecretary Juan Antonio A. Perez III said raising the age of consent can help ‘scare off’ older individuals from exploiting teenagers. Perez said teenage pregnancy has been on the rise in the Philippines in the past few years and pregnancy among children aged 10 to 14 years old more than doubled in just over 10 years.
We also noted that many of these pregnancies of these 10 to 17-year-old girls, their partners are older than them; about 90 percent have partners that are older than them. So there is an element of power play, of exploitation here because it’s older men who are the partners of these young girls.”

I somehow doubt that raising the age of consent will solve the country’s over-population problems, arguably caused by the Catholic churches ruling on contraception … so that the average number of children born to a woman is close to four, and, … so that more than one third of the population is under the age of 15.”

Yes, they should implement contraception, without a doubt.
Far be it from me to dictate “what is right”…and I don’t offer this in judgement…but I honestly think it is best to keep penises out of the vaginas of ten year old girls…pregnancy and birth are a lot more dangerous for females that young…and I’m certain abortions are not fun…even less so at that age.
I do find it good, despite the focus of the article, that they actually acknowledge ten year olds having sexual partners…and they don’t sink into the “victim and rapist” trope.
And you’re right, feinmann…If you have a growing population of teens and tweens [kids going into puberty]…the number of sexually active teens and tweens is going to naturally rise…likely even more so, if these age groups ever become the largest demographics.
If one in every three people you encounter happens to be under the age of fifteen, and the current legal age of consent is twelve…it’s easy to see why a lot of older people would see them as appropriate sexual companions…especially if they’re already sexually active. In that case, it’s just a normal part of the culture.
